Summary
The Mavericks could have the full MLE and BAE in free agency, but only if they lose Kyrie Irving.

If Powell opts in and Irving opts in (or re-signs for a similar amount), the Mavericks will already be over the luxury tax and close enough to the first apron to not have the full $14.1 million Non-Taxpayer MLE and $5.1 million Bi-Annual Exception to add talent.
So it's likely that the Mavericks only have the $5.7 million Taxpayer MLE to add free agents, and depending on the number Irving returns on, they may be approaching the 2nd apron and only have minimum contracts to offer in free agency.
