Summary
Oubre's early-season struggles were well-documented, as he started out ice cold from three. While he played slightly better as the season went on, he still finished with only a 32% hit rate from three. To make matters worse, he didn't shoot well from anywhere else on the court, other than being slightly-above at the rim, according to Cleaning the Glass. Thus his 50.1 eFG% was well below average.
During his year and a half in Phoenix, Oubre showed some real promise as an athletic wing that could score at multiple levels and do so off the catch and off the dribble. His athleticism and willingness to run makes him a solid transition player, which is what the Warriors envisioned him doing next to Steph Curry, Draymond Green, and Andrew Wiggins.
However, Oubre has never been the most cerebral player, and that has really come to light in Golden State, as he hasn't learned how to fit in to the high-IQ, ball movement heavy offense that the Warriors would ideally like to execute. His long wingspan makes him disruptive on defense, but he has never focused enough on that end to be a legitimate defensive talent.
Oubre might be better off taking a short-term deal in order to try and hit free agency again when he's fairly young and hopefully coming off a better year.
Cap Considerations
Oubre will be an unrestricted free agent with a $21.6 million cap hold and full Bird rights. Since the Warriors will be operating over the salary cap, they will retain Oubre's Bird rights, and have no restrictions on re-signing him. However, the luxury tax will certainly be a concern, as re-signing Oubre could cost them a lot of money in luxury tax penalties.
Therefore, other teams will have a legitimate shot at signing Oubre away from Golden State without having to give him a huge offer. If Oubre demands a starting salary of more than the full $9.5 million Non-Taxpayer Mid-Level Exception, only teams with cap space will be able to sign him, unless a sign-and-trade is worked out. It is possible that Oubre could be had for the full MLE.

Predicted Contract: 2-year, $19.8 million with the Bulls
Actual Contract: 2-year, $24.6 million (2nd year $5M guaranteed) with the Hornets
I thought Oubre might have to settle for a short-term deal for the full MLE, and it was looking like that might be the case for a little while before the Hornets offered him slightly more than that with their remaining cap space. Overall, Oubre ended up getting similar guaranteed money to what I predicted.
