Summary
Over the last two seasons, Green earned some spot minutes for the Celtics, but was unable to become a regular part of the rotation, and was traded to Chicago this past season. At 6'5" and fairly light, Green is slightly undersized for a wing, making it harder for him to defend bigger NBA wings. His numbers don't pop out in either direction on the offensive end, as Green shoots a respectable rate from all areas of the court, even better in the extremely small sample of midrange jumpers, but overall he just isn't talented enough offensively to make an impact.
Like many role players, if Green can hit threes at a higher rate, he could crack an NBA rotation. Otherwise he would need to become a lockdown defender or make enough plays off-the-dribble to make up for his lack of outside shot. Green came into the league at an older age, as he will already be 28 this summer, so time is running out for his chances at staying in the NBA.
Cap Considerations
Green will be a restricted free agent with a $1.9 million cap hold and Qualifying Offer, and the Bulls will have his Early Bird rights. However, the Bulls may not tender him a QO, which would make him an unrestricted free agent. If the Bulls re-sign Green using the Early-Bird Exception, they could offer him a starting salary of up to 105% of the average salary this past season (roughly $10 million), which would be more than enough.
Since Green will only have two years of service, he will be subject to the Gilbert Arenas provision. This means that any offer sheet he signs with a team besides Chicago can have a starting maximum salary of $9.5 million, but the third and potentially fourth years of that contract can have a large jump (up to the max). His cap hit would then be the average salary over the life of the contract. If the Bulls match, they could choose for his cap hit to either be his actual salary per season or the average over the life of the contract, provided the average fits within the Early Bird Exception. I do not expect this to come into play for Green, as I think any offers for him would fit within the full Non-Taxpayer MLE. There's also a chance that Green ends up settling for the minimum.

Predicted Contract: 1-year, $1.7 million (non-guaranteed) with the Grizzlies
Actual Contract: 2-year, $3.5 million with the Bulls
I'm not sure what Green has proved to get two fully-guaranteed years, but the Bulls apparently believe in him enough to give him that contract.
