Summary
The #15 overall pick in 2017, Jackson has been unable to make an impact during his first four years in the league, and was even waived by the Thunder this past season before he could finish his rookie contract. As he came into the league a little bit older, Jackson is already 26 years old, so it's hard to seem him as a prospect anymore.
Jackson has a pretty nice floater game, but was never able to hit outside shots at a high enough rate to stay on the floor. He's also very thin, and has struggled to hold up defensively due to his frame. The swing skill for Jackson is going to be his three-point shooting. If he can get to above-average from outside, he may be able to stick around in the league. If not, he could find himself playing overseas soon.
Cap Considerations
Jackson will be an unrestricted free agent with a $1.8 million cap hold and Non-Bird Rights. This means that the highest starting salary the Bucks could offer him using the Non-Bird Exception is $2.1 million. This should be enough to retain Jackson. Alternatively, the Bucks could use their Mid-Level Exception or Bi-Annual Exception to re-sign Jackson if he demands more than $2.1 million.
Other teams will have multiple ways to sign Jackson as even teams without cap space could possibly use any of the Non-Taxpayer MLE, Taxpayer MLE, or possibly even the Room MLE or Bi-Annual Exception to sign him. It's also likely that he could be had on a minimum contract.
