Summary
Hartenstein has put up nice numbers in the G-League, and has gotten a little bit of playing time over the past three seasons with Houston, Denver, and Cleveland, but hasn't quite shown he belongs in the NBA. He has nice touch, but hasn't been able to extend his range to outside. He's big and athletic, but hasn't shown much from a rim protection standpoint either. He does have pretty good offensive rebounding numbers, having an above-average offensive rebounding rate each season of his career, according to Cleaning the Glass.
Although Hartenstein's player option is just for the minimum next season, I would still expect him to pick up that option, because I don't think he would get any offers above the minimum, and there's a chance he wouldn't even get a fully-guaranteed minimum offer.
Cap Considerations
Hartenstein has a $1.8 million player option for next season, and if he declines that option he will be an restricted free agent with a $2 million cap hold and Qualifying offer, and Non-Bird Rights. The Cavs could also choose not to give him the QO, making him an unrestricted free agent.
If Hartenstein opts for free agency, the Cavs will be somewhat limited in their means of re-signing him. Since they will only have his Non-Bird Rights, the most they could offer him using the Non-Bird Exception is a contract starting at $2.1 million, and that includes the ability to match an offer sheet that Hartenstein would get as a restricted free agent. The Cavs will also likely have the $9.5 million Nontaxpayer Mid-Level Exception available to re-sign Hartenstein if $2.1 million isn't enough to re-sign him.
Other teams will have multiple ways to sign Hartenstein as even teams without cap space could possibly use any of the Non-Taxpayer MLE, Taxpayer MLE, or possibly even the Room MLE or Bi-Annual Exception to sign him. Since he signed a minimum contract last offseason, teams will hope to get him at the minimum next summer too.

Predicted Contract: Opt-In: $1.8 million
If opt out: 1-year, $1.8 million with the Raptors
Actual Contract: 1-year, $1.8 million (non-guaranteed) with the Clippers
Hartenstein opted out of his contract with Cleveland and was only able to get a training camp deal with the Clippers, and will be fighting for one of the final roster spots.
