Summary
Goodwin is just on the fringes of the NBA right now, and I think he'll stay there at least through next season, as he hasn't proven he can be a legitimate backup guard, but also hasn't shown that he doesn't belong in the league. Goodwin has shown flashes that he can be a rotation-level player, but not enough to be a primary backup point guard, so he's still likely best served as a third point guard on the roster that can fill in when there are injuries. Guys like that can stick around in the league, but generally don't make more than the minimum.
At 6'2", he's a little undersized but hustles and works hard on defense. Goodwin can hit shots on offense and has shown some playmaking ability, but he struggles to finish at the rim and hits threes at a below-average rate. If Goodwin can develop his offensive game by learning to use his body to finish inside, similar to what Trey Burke has done, and hit jumpers at a higher rate, he could develop into player that makes more than the minimum.
Goodwin will be 26 when the '21-'22 season starts, so he's not exactly a young prospect anymore.
Cap Considerations
Goodwin will be a restricted free agent with full Bird rights and a $1.9 million cap hold and Qualifying Offer. However, the Hawks may not tender him a QO, which would make him an unrestricted free agent. If a player has a smaller cap hold than his starting salary, his team can use cap space to sign-free agents before using Bird Rights to re-sign its own free agents. Since the Hawks will likely not have cap room, Goodwin's cap hold will not play a factor.
Other teams will have multiple ways to sign Goodwin as even teams without cap space could possibly use either of the Non-Taxpayer MLE, Taxpayer MLE, or possibly even the Room MLE to sign him to an offer sheet. There's also a chance that Goodwin ends up settling for the minimum. However, Goodwin being a restricted free agent would likely lower his interest among teams, as they will worry that the only way to pry him away from Atlanta would be to overpay him.

Predicted Contract: 1-year, $1.7 million (non-guaranteed) with the Hawks
Actual Contract: 1-year, $1.7 million (non-guaranteed) with the Knicks
Goodwin only signed a non-guaranteed contract with the Knicks, and will most likely end up in the G-League.
