Summary
Hill's value has been a roller coast over the last several years. After playing as an above-average starting point guard for the Pacers during the mid-2010's when the league was absolutely stacked at point guard (seriously, go back and look at how many point guards were playing at an All-Star level. It's probably something like 12-15), Hill was traded to Utah before the '16-'17 season, beginning a string of location changes.
Hill played really well for Utah when he was healthy, but struggled to stay on the court. He then signed with Sacramento, where he really struggled to make an impact. He was traded to Cleveland in 2018 to try and help the Cavs win a championship, and struggled there as well.
Then, midway through the '18-'19 season, Hill was traded to Milwaukee and played great for the Bucks. He shot the hell out of the ball, hitting 46% of his threes in '19-'20, allowing him to have the best eFG% for his position at 62.3%. Hill's best role is no longer as a ball-handling point guard, but instead as an off-ball guard, as he can hit shots at a high rate and is big and long enough to guard wings. Hill may not even hit free agency considering his partially-guaranteed salary is not that high.
Cap Considerations
Hill has $1.2 million of his $10 million salary for 2021-2022 guaranteed, and if he is waived he will become an unrestricted free agent and the 76ers will have no form of Bird rights on him. Interestingly, Hill was in a similar position in 2019 when his contract was partially-guaranteed and the Bucks waived him but re-signed him at a smaller number but longer-term.
If Hill is waived, a team could claim him off waivers, but would need to be able to fit his full salary into cap space or into a trade exception.
If Hill becomes a free agent, other teams will have multiple ways to sign him as even teams without cap space could possibly use either of the Non-Taxpayer MLE, Taxpayer MLE, or possibly even the Room MLE to sign him.
Potential Teams: 76ers, Bucks, Warriors, Mavericks, Celtics
Predicted Contract: Not waived: $10 million
If waived: 1-year, $6.5 million with the Mavericks
Actual Contract: 2-year, $8 million with the Bucks
Hill was waived by the 76ers, and signed a reasonable contract with Milwaukee, where from 2019-2020 he had his most successful years since his days in Indiana.
