Summary
Felicio had a decent season in '16-'17, then signed a 4-year, $32 million contract that summer and was immediately essentially dead money for the Bulls. Felicio's minutes have declined each of the past four years, and has only played in seven games this season. Despite being a big body with some decent touch, Felicio has not developed his game enough to the modern NBA. He is very slow-footed on defense, and never stretched out his range to the three point line. I expect Felicio to be playing overseas next season.
Cap Considerations
Felicio will be an unrestricted free agent with full Bird rights. As his cap hold ($11.3 million) exceeds the salary he will get in free agency, his cap hold is not really relevant. If the Bulls re-sign Felicio, his cap hold will be replaced by his starting salary, and the Bulls may still have some cap space available depending on his salary and what happens with their other free agents.
Other teams will have multiple ways to sign Felicio as even teams without cap space could possibly use any of the Non-Taxpayer MLE, Taxpayer MLE, or possibly even the Room MLE or Bi-Annual Exception to sign him. It's likely Felicio ends up settling for the minimum, if he can even get that.
