Summary
Clemons tore his Achilles and was waived by the Rockets at the beginning of the season. A small, score-first point guard, Clemons is best served as a microwave scorer off the bench. He's not afraid to fire away from really deep. He only hit 32% from three in the NBA in the '19-'20 season, and while that sample size was small he also shot roughly the same percentage in the G-League, where he was a high-volume scorer on decent efficiency.
Although Clemons as been able to put up points in the G-League, I'm not sure it translates to scoring in the NBA at a necessary level of efficiency. Combine that with it being tough for him to be a good defender due to this size, and Clemons may not be able to get back in the NBA after recovering from his torn Achilles.
Cap Considerations
Clemons was waived by the Rockets this season, and has yet to be signed by an NBA team. Teams will have multiple ways to sign Clemons as even teams without cap space could possibly use any of the Non-Taxpayer MLE, Taxpayer MLE, or possibly even the Room MLE or Bi-Annual Exception to sign him. However, I don't expect any offers for Clemons to be above the minimum.

Actual Contract: 1-year, $1.7 million (non-guaranteed) with the Celtics
Clemons got a training camp deal with the Celtics, but will spend his time in the G-League.
