Summary
Bembry had his best season in '18-'19, playing in all 82 games for the Hawks at just under 23 minutes per game. However, that may have just been due to how bad the Hawks were that season, as Bembry didn't show enough in '19-'20 to get anything more than a minimum contract from Toronto last offseason.
Bembry's offense primarily comes at the rim, as his percentage of shot attempts at the rim has been near the top of the league for his position each of his five seasons so far, according to Cleaning the Glass. Unfortunately for Bembry, his finishing at the rim has generally been below-average, although it did improve this season, albeit on a small sample.
What kills Bembry is his lack of outside shots, as he's a career 28% three-point shooter. At that rate, it's hard for any wing to get consistent minutes for a good team. That number will have to be significantly improved in order to be respected as a shooter. Bembry did have some nice minutes for the Raptors, making hustle plays on both ends, so the Raptors may hold onto Bembry if they don't need to maximize their cap space.

Cap Considerations
Bembry's $2 million salary for 2021-2022 is non-guaranteed, and if he is waived he will become an unrestricted free agent and the Raptors will have no form of Bird rights on him. If he is waived, any team could claim him off waivers since he is on a minimum contract.
If Bembry becomes a free agent, other teams will have multiple ways to sign him as even teams without cap space could possibly use either of the Non-Taxpayer MLE, Taxpayer MLE, or possibly even the Room MLE to sign him. It's likely that Bembry ends up settling for the minimum.
Potential Teams: Jazz, Raptors, Bulls, Pistons, Hornets
Predicted Contract: 1-year, $1.9 million (non-guaranteed) with the Jazz
Actual Contract: 1-year, $1.9 million ($750k guaranteed) with the Nets
Despite having a decent season with the Raptors, Bembry was unable to get a fully-guaranteed offer, but I think he has a good chance of sticking with the Nets through the season.
