Summary
We should start by noting that Parsons was in a serious car in January that reportedly could be his career at jeopardy. However, Parsons already seemed to be on his way out of the NBA. Due to health, complacency, or some combination of the two, Parsons had fallen from a quality starter to nearly out of the rotation completely.
If Parsons garners any interest from NBA teams this offseason, it will likely be on a non-guaranteed minimum contract, and he would have to prove himself in training camp in order to earn a roster spot. I find it more likely he retires.
Cap Considerations
Parsons was waived by the Hawks in February and did not sign another NBA contract. While his time in the NBA might be over, there's a possibility that a team will give him a chance with a non-guaranteed minimum contract.
