Summary
Muscala's role is pretty clear, and that's as a stretch big. However, Muscala is not an elite shooter by any means, as he is a career 36% three point shooter. Muscala signed a two-year minimum contract last year (with a player option in the second year), and was unable to prove that he's more than a minimum-contract level player at this stage of his career. If Muscala were to opt out and sign for the minimum again, his salary would be slightly less than the amount he would get if he simply opted in (if the cap remains steady).
Cap Considerations
Muscala has a player option for his $2.3 million salary in 2020-2021, and will be an unrestricted free agent with a $1.6 million cap hold and Non-Bird rights if he opts out. If Muscala opts out, the most the Thunder could pay him using the Non-Bird Exception is $2.6. Alternatively, the Thunder could re-sign him with cap space (if they operate under the cap) or the Mid-Level Exception or Bi-Annual Exception if they operate over the cap.
Other teams will have multiple ways to sign Muscala as even teams without cap space could possibly use any of the Non-Taxpayer, Taxpayer, or Room Mid-Level Exceptions to sign him. Since he signed a minimum contract last summer, teams will hope to get him at the minimum this offseason too.

Predicted Contract: Opt-In: $2.3 million
If he opts out: 1-year, $2.5 million with the Hornets
Actual Contract: Opt-In: $2.3 million
As expected, Muscala opted in, as he may not have gotten a fully-guaranteed minimum contract as a free agent.
