Summary

Harrison is a combo guard that is best suited to play point guard, primarily because that allows him to utilize his length to be disruptive on defense, as he is undersized compared to shooting guards. Harrison is a great athlete that just hasn't rounded out his game well enough to earn consistent minutes.

 

On offense, Harrison has struggled in his few NBA minutes to score at an efficient rate. Harrison has not shown to be an efficient scorer during his three seasons in the NBA. He shot 43% from three this past season, but it was only on 35 attempts, so his career average of 32% is likely more indicative of his actual abilities. Harrison is not known as a passer or playmaker, so in order to stick around in the league, he needs to be a more effective scoring threat.

Cap Considerations

Harrison will be a restricted free agent with a $2 million cap hold, $2 million Qualifying Offer, and Early Bird rights. Although this is a low cap hold and low QO, I think it is unlikely the Bulls tender him a QO, thus making him an unrestricted free agent. Harrison has not proven to be worth more than the minimum thus far in his career.

 

If the Bulls remain over the cap and Harrison is brought back using Early Bird rights, the Bulls will be limited to paying him a starting salary of up to 105% of the average salary this past season (roughly $10 million), which will be more than enough.

 

Every team will have the opportunity to go after Harrison, as his value his likely to only be the minimum. Even if his value is above the minimum, teams over the cap could use other resources, such as any of the Non-Taxpayer, Taxpayer, or Room Mid-Level Exceptions to sign him. However, if he is a restricted free agent, his market will be greatly diminished, as teams will be hesitant to give Harrison an offer sheet if they think the Bulls have a reasonable chance of matching.

Predicted Contract: 1-year, $1.7 million (non-guaranteed) with the Bulls

Actual Contract: 1-year, $1.7 million (non-guaranteed) with the Jazz

Some people were surprised that the Bulls didn't give Harrison a Qualifying Offer, and were even more surprised he couldn't get a fully-guaranteed minimum contract. Despite showing some flashes, Harrison hasn't yet proven he can contribute to winning.
