Summary
Frazier is fighting for his NBA career right now, as he has been near the end of the bench in his last couple stops, and did not sign another contract after being waived by the Pistons in February. Frazier has never been much of an outside shooter, which makes him barely a threat on the offensive end. While he has shown some ability to playmake for himself and others, he has not done it consistently be a reliable backup point guard.
Frazier could get some interest as a third point guard, but he's going into his age-30 season, so teams may be looking for younger options for their third point guard. The goal for Frazier and his agent should be to find teams with young starting and/or backup point guards, and make the pitch that Frazier's veteran presence would be solid for the team at that position. I would be surprised if Frazier got a fully-guaranteed minimum contract this offseason, as he is more likely to receive partially-guaranteed or non-guaranteed offers.
Cap Considerations
Frazier was waived by the Pistons in February and did not sign another NBA contract. While his time in the NBA might be over, there's a possibility that a team will give him a chance with a non-guaranteed or partially-guaranteed minimum contract.

I was correct in thinking Frazier wouldn't be able to get a fully-guaranteed contract, and as of the start of the regular season, Frazier remains unsigned.
