Summary
Despite showing some real flashes of potential for a championship level team, Bell was only able to get a one-year minimum contract last summer, and did not finish the season on an NBA roster. Despite being an energy big who can occasionally make plays on both ends, Bell makes too many mistakes. He is often out of position on defense, and doesn't have the skills to be a threat on offense. He also does not have the passing ability that many non-scorers can fall back on. Bell also does not have the reputation of somewhat that is serious and wants to improve.
At the end of the day, the Warriors did not trust Bell in big games, even when injuries left them desperate for help from their bench. He was also unable to play any meaningful minutes for the Timberwolves this past season, and the Grizzlies found no need for his services after receiving him via trade. Unless Bell can develop some sort of skill on offense, his time in the NBA may be over, which is surprising to say after the way his career started.
Cap Considerations
After the Cavaliers' season ended, Bell signed a contract with Cleveland that included a partially-guaranteed salary for '20-'21. If Bell is waived, he will be an unrestricted free agent, and the Cavaliers will not have any form of Bird rights for Bell.
