Since Kawhi was traded from the Spurs, he will not be eligible for the super-max. The Raptors can offer Kawhi 5-years, $190M, while other teams can offer 4-years, $141 million, which equates to a less than $6M difference over the first four years of each contract.
All signs point to Kawhi choosing between staying in Toronto, or going back to Cali and joining the Clippers. The Raptors' best hope is to create enough of a gap in playoff success between them and the Clippers that Leonard will choose to stay.
While Leonard is hard to read, I think there's a scenario in which he signs a 1+1 with Toronto, allowing him another year trying to win with the Raptors, and giving him another year to evaluate his options.
Potential Teams: Raptors, Clippers, Lakers, Knicks, Nets
Predicted Contract: 2-year (with player option and 15% trade bonus), $68 million, with Raptors.
*Actual Contract: 3-year (with player option and 15% trade bonus), $103.1 million, with Clippers.
Full 3-year max with a player option, allowing Kawhi to enter free agency again in 2021 when he becomes eligible for the 35% max salary eligible for players with 10+ years of experience.
